On 4 June 2025, U.S. President Trump signed an Executive Order suspending entry to the United States for nationals of 19 countries, effective 9 June 2025 at 12:01 a.m. EDT.

Levels of Restriction

Full Suspension – 12 Countries

  • Afghanistan
  • Burma (Myanmar)
  • Chad
  • Republic of the Congo
  • Equatorial Guinea
  • Eritrea
  • Haiti
  • Iran
  • Libya
  • Somalia
  • Sudan
  • Yemen

Impact: Ban on all visa types (immigrant and non-immigrant).

Partial Suspension – 7 Countries

  • Burundi
  • Cuba
  • Laos
  • Sierra Leone
  • Togo
  • Turkmenistan
  • Venezuela

Impact:

  • All immigrant visas banned
  • Non-immigrant visas banned: B-1/B-2 (tourism/business), F (academic students), M (vocational students), J (exchange visitors)
  • Other visa categories permitted but with reduced validity periods

Key Dates & Rules

  • Ban starts 9 June 2025, 12:01 a.m. EDT.
  • Clients must enter the U.S. before the deadline to avoid restrictions.
  • Existing valid visas issued before 9 June remain valid.
  • Travellers outside the U.S. without a valid visa on 9 June will be subject to the ban.

Dual Nationals

Dual nationals are exempt if they travel on a passport from a non-banned country.

  • Iranian-Canadian using Canadian passport – Allowed
  • Iranian-Canadian using Iranian passport – Prohibited
  • Haitian-Canadian using Canadian passport – Allowed
  • Cuban-Canadian using Canadian passport – Allowed

The passport presented at the border determines eligibility.

Who Is Not Affected

  • U.S. lawful permanent residents (Green Card holders)
  • Individuals already inside the United States
  • Holders of valid visas issued before 9 June 2025
  • Diplomatic visa holders (A-1, A-2, G, NATO)
  • Athletes and teams travelling for major sporting events
  • Certain family-based immigrant visa categories

Transit & Cruise Travel

The ban applies to airport transit through the U.S.; affected nationals cannot use U.S. airports as lay-over points.

Cruise itineraries with U.S. ports may deny boarding to affected nationals, even if the voyage begins elsewhere.

Pre-Existing Bookings

Review force majeure clauses and travel-insurance policies. The ban may trigger coverage for cancellations.
