ACTA has submitted its 2026 federal pre-budget submission to the Government of Canada, advancing six practical recommendations to strengthen Canada’s retail travel sector, support Canadian businesses and workers, protect consumers, and build a more resilient travel economy.

This fall, the Government of Canada will deliver Budget 2026, outlining its next steps to strengthen economic growth, improve affordability, support Canada’s workforce and position the country for long-term prosperity amid continuing economic and trade uncertainty.

ACTA’s submission delivers a clear message: travel agencies and travel advisors are an essential part of Canada’s economic, trade and travel-distribution infrastructure and must not be overlooked as governments respond to economic uncertainty, changing trade relationships and major market disruption.

ACTA’s Six Recommendations for Budget 2026

ACTA recommends that the Government of Canada:

  1. Remove unnecessary interprovincial barriers to travel-insurance distribution while maintaining strong consumer protection.
  2. Provide temporary, targeted stabilization support to viable travel businesses and workers affected by trade-related and major market disruptions.
  3. Measure and formally recognize retail travel as an essential part of Canada’s economic, trade and travel-distribution infrastructure.
  4. Invest in workforce skills, productivity, responsible technology adoption, and stronger fraud and cybersecurity resilience across Canada’s retail travel sector.
  5. Accelerate secure and accessible traveller processing through responsible biometrics, digital identity, expanded Verified Traveller services and resilient Canadian-controlled systems.
  6. Strengthen Canada’s aviation and travel system through clear passenger-rights accountability, effective disruption mitigation, competitive connectivity and a resilient travel-distribution network.

Together, these measures would help remove barriers within Canada, strengthen Canadian businesses, protect consumers, improve productivity, and ensure that Canada’s retail travel sector can continue connecting Canadians and Canadian businesses to opportunities at home and around the world.
