ACTA has submitted its pre-budget submission to the federal government ahead of Budget 2025. A pre-budget submission is a short, evidence-based brief that outlines policy and funding recommendations for consideration during the Government of Canada’s annual budget consultations.

Key recommendations

  • Remove red tape and internal trade barriers by enabling pan-Canadian licence reciprocity for travel agencies/advisors and harmonizing consumer protection standards.
  • Provide targeted support to travel businesses affected by shifts in Canada–U.S. travel, including marketing assistance, workforce training and diversification support.
  • Modernize tourism distribution infrastructure so small and Indigenous operators can connect to global booking platforms.
  • Establish a sovereign Canadian trusted traveller program (alongside NEXUS) to strengthen border resilience and speed screening and re-entry for pre-approved travellers.
  • Withdraw the Canadian Transportation Agency’s proposed $790 air travel complaints fee.
